I think "eerie" is a very apt description of this story. I didn't find it scary but it was just offputting enough to make me read it again thinking I had missed something or misunderstood. I think that's a good thing. I'd say it's well written, but I didn't enjoy it, and so if that was intentional then the author did an excellent job.
