John and stealing

John loved to steal money from the government budget. Because why not - was his main motivation. He rarely had some regrets on this topic, and usually drinking helped to deal with this small emotional distresses.
Someday he will steal enough. Some day - not today and not tomorrow, for sure.
He lived in quite poor country, so even a small amount of stolen money gives him huge leverage comparing to average Joe with his hardworking attitude. One day he read that about 40% of the country budget was stolen every year, that was good news for him, and he starts feeling less lonely.
