Who would miss February?

Daylight lengthening, but still not half,

Four weeks long, but shorter then most,

Has another day, but disappears three out of four,

Neither hot nor frigid, but in between,

Hearts in the middle, but nothing special,

Two of twelve, but just numbers,

It might be missed, but let's skip it.
