Positives

I liked the worldbuilding that you established in this piece. In only a few short paragraphs, you created a mythology about shifters, and included information about how they fit into the rest of society. That's not easy to do in a piece of this length. Great job!


Suggestions

Given the different cultural associations with shifters, I was hoping for a little more information on what a shifter is in this story you've created. For example, are shifters full shape-changers that can become creatures indistinguishable from humans (like Mystique in the X-Men universe), or are they humanoids who can change or modify some of their features but do not fully transformer (like Shifters from Dungeons & Dragons)?

If it's the former, and shapeshifters are able to fully become other creatures (like humans, for example), it might be worth spending more time to explain how society knows about them and why shapeshifters have a hard time integrating into society when they can literally take the form of members of society to blend in.


Overall

Overall, I enjoyed reading this premise for a story and I think you're off to a great start. There's some room to flesh things out a bit, but a solid foundation is already in place for you to expand upon. Nice work!
