Due to all hes done for the world, Arceus decides he's earned a reward. So he sends rings to those he believes will make Ash happy, and one to Ash himself. These rings will allow the wearers to communicate with each other, with Ash having complete control over the other ring wearers.

Or, does he give Ash a ring made from Jirachi's wish granting magic. He can't warp reality with it, be he can make people do whatever he desires.
