The first thing that comes to mind is littering laws. Not only should the penalty be more severe, but the law should be enforced. Yesterday, I watched a law enforcement officer do absolutely nothing as a fast-food bag was tossed from a car window. I can't say he didn't do anything; the officer did shake his head as he witnessed the crime. Anyone found guilty of littering should have to not only pay a fine, but also do community service cleaning up litter.
