The way I see it, the name of the thing is Daylight Savings Time, right? So, if we're saving time during the summer, instead of wasting it in the warm season when we don't need any more daylight than we have, why not keep it until the winter, then feed it out in those darker and colder days? That way we wouldn't need to put the clocks back and forward all the time. Really, I don't think they worked this out properly at all.
