In Germany you're only allowed to drive with 18, legally adult. (You may start training with 17 and an assigned adult, a parent, big siblings, etc.; but you may only attend driving school with 18.) But when I was 13, my Dad drove out into the local vineyards where I was allowed to drive my first (almost square) round at the top of a vineyard.
