Yeah, that's definitely disappointing.

The drinking age for beer/wine was 19 in my state, until the legislature raised it to 21 at the time when all the states were doing that. It just happened that the age-raising law was passed on my birthday.

It didn't actually affect me because it didn't take effect until that July, as I recall, and I was grandfathered in, anyway. So that was a good birthday, at least what little I remember of it, just with a touch of irony.
