Yes, it is where many are more afraid of the police than the criminals. Also, we are so regulated and the police will fine you at the drop of a hat. There is no leeway (unless you're rich and white). Some things that get people in trouble here are not even considered crimes elsewhere, and the police lord it over everyone, backed by the governments at all levels making insane rules. And the corruption in the force is insane - everyone knows about it, and only a few sacrificial lambs were tossed to the committees while (for example) where I live, the meth trade is driven by the cops.

Even law-abiding citizens (like my 80 yr old mother) have been harrassed at least once by the cops in the past 20 years. And they get away with it.
