Yes, they should! I believe it depends on the offense and the person. Rehabilitation is great but unfortunately, there are some who refuse to change. On the flip side, some would fake being rehabilitated just to get out of prison, such as those who commit extremely heinous crimes because they are psychotic and would love to get back out to continue their activities.
