There are only 2 reasons a dragon has a gold hoard. First, evil dragons are obsessed with spoils of war. However, the second reason might surprise you. A dragon's hoard is directly related to status. Nothing says the hoard has to be gold, but it's a common choice. The more impressive the hoard, the higher a rank a dragon may pursue.
