The confusing weather is being caused by the Bergi, an alien race whose home planet was destroyed. They lived on an icy cold planet, and now they're terraforming other planets to make them suitable for takeover. The key to peace is to take out the Bergi leaders behind the scheme and find a new planet suitable for Bergi habitation.
