It's a very intriguing idea, and it would seem to have a lot of potential for a juicy conflict to fuel your plot. You'll probably have to throw some historical exposition in the early going somewhere using dialog or something.

As for the story itself, maybe there is a murder, and the child of the leader who won the push to bring back "Blood Law" is the leading suspect?
