Have a look in your Edit facility for the Contest - look for "Access Restrictions." There should be a list of the various restrictions you can allow access to the page - choose the one that would let in everyone, if that's what you want.

I am merely repeating what I found in Writing ML instructions as I have no experience in running contests. But it should be very similar to setting the options in a static item, for instance.

Apologies for the double posting, by the way. Tends to happen to me when I am trying to do several things at once.
