Obviously I don't know what the set up is at WdC and why certain decisions have been made. Many decisions here puzzle me, but I've been on the other side before, and I know that decisions that look bizarre to outsiders might have very rational and reasonable explanations.

If I had to bet, it's that the controls for interactive chapters are deliberately locked away in a place that mods, etc., can't get to, in order to prevent the accidental nuking of other chapters and branches as outlined above. If so, it wouldn't matter that your chapters were terminal points -- they wouldn't be able to get to them to delete.
