This is an interesting article that simply equates the term head rhyme with alliteration as synonyms. However, when describing form and using the term "head rhyme" is is definitely referring to the beginning of the line, where alliteration usually refers to the repetition of initial consonants within the line. I think this is another confirmation that when an element of form uses the term head rhyme, it is asking for the first consonant of each line to sound the same and does not require a vowel rhyme.
