Hi concrete_angel, popping in and asking question is pretty much what we do here. *Smile*

I've been submitting to some of the same magazines for a couple of years now (and gotten lucky a few times). It's hard to tell, but to me it seems like a personalized rejection because of the "well written" part. I don't think I've ever seen anything in a form rejection you couldn't apply to every story ever (it wasn't right for us, we receive too many good stories, etc). That's, partly, the point point of form rejections.
