That may be but teenagers cannot get permits to carry, even though they can carry illegally. But, if they do that then no amount of laws will stop that. I presently have an open carry permit, though I do not open carry. I don't want the people with illegal guns on them knowing I am armed.

I whole-heartedly endorsed free carry for anyone who chooses to do so, but I do agree that there should be some requirement of sorts that make it mandatory that license holders train x number of times per year.
