From the looks of it this is an unofficial contest. Brom has very kindly run similar similar contests in the past as a way of engaging the group in the forums.
Of course brom21 (and any member for that matter) is free to create new forums for unofficial contests. You wpuld need to speak to David the Dark one! if you wanted to make it official. Assuming it hasn't changed since I stepped down, the FSFS does have sufficient funds available to support members taking the initiative to run such events.
The advice I wpuld give anyone running a contest, group or activity is this: Be clear. Make sure it is crystal clear what members are expected to do, when they are expected to do it, and what they get in return. Also important is using good English. If you are running a contestor group about writing you best make sure you can write! Use correct grammar, proof read your work and be professional. Emails should have subjects and be written correctly. How can you expect someone to trust your contest or group to help or judge your writing if all correspondance looks like no effort was made?!
In my years on WdC I have done a lot. To boil all my experiences down into simple advice is surprisingly easy. And this is it in its entirety:
