Mary, it is almost always the case that we have to rewrite the section when we remove the -ly verbs, but it is because we are counting on the -ly words to support or hold up weak nouns. Once we remove them, we are forced to reach down inside us (or in a thesaurus) and find nouns that are strong enough that they don't need the -ly words.
You are absolutely right about "surely." We are not recommending that you remove all -ly words in your writing. We merely suggest that you examine the noun and see that it is the strongest noun you can find and determine if it truly needs the -ly word.
In this instance "friendly" is an adjective that answers the question "What kind?" Not all -ly words are adverbs. It is very helpful to remember to ask yourself which question a word answers before determining what role the word is playing in any particular sentence.
