I actually thought that it was stock photos that had royalties attached to where that applied for copyright reasons. Let's take a look at the other c-note shops. There's Looney Tunes stocks and other stocks, too. Here's some that I found that look like mostly touched-up stock photos: "Invalid Item"   The Minion birthday c-note looks mighty familiar.  "Looney Tunes CNote Shop " "Expressions ~ For Birthdays" I know a couple of the cake ones are just stock photosBetter yet, if you can link the source of that rule here so I can take a look, I'd appreciate it.
