creating a fictional city

Hi guys! I am trying to write a story with my best friend and I need to create a fictional city. As of now, the city is near the sea, has a population of five to six million, has a few ports, is new (as in, it's only 20-30 years old) and pretty much everything is subject to change. I need help. Tell me what aspects should I consider in order to make a believable city. The only thing that's not going to change is that it's a metropolitan city.
