I like the plan as outlined so far.

I agree that having an active group, exchanging reviews, is critical. TimM basically dragged me kicking and screaming into the Erotica Harem, where I got my first reviews from him, Dawn, and Traci. After that, I was totally hooked. But I also wouldn't have hung around if there weren't interesting, well-written things to read, review and learn from.

Here's some other suggestions.

I think the "six months on WDC" is a pretty significant impediment to getting new members.

I like the review template, but I'd suggest some flexibility in applying it. As long as reviews are in-depth, I don't see any reason to rigidly require a particular template.

Indeed, I'd urge flexibility overall with respect to the "rules." Our basic goals are
to Publish;
to treat each other with Respect;
to Improve our craft;
to Motivate each other to write;
to Engage with each other and our community;

(That spells PRIME, in case no one noticed). I'd rather have a generic set of principles like this rather than a rigid framework of rules that everyone has to comply with. I think that's another barrier to recruiting and retaining members.
