I don't think that's something we'll change. Photo albums are intended to hold photos -- from a photo book or memory perspective -- so the policies surrounding them are from that view point. If our view of them were to change, so too might the policy decision(s) surrounding and how they could be used. They were not intended to be a general "image folder" or place to house lots of shareable images for others to use.
