I am having the same problem. So I forced it. I can always go in and add or delete later. In my case I have three relationships that I have begun right now. I can't make up my mind which one is actually going to get together in this story. It's going to take time to figure out how it all works in together but that's okay.

Obviously you have a story that needs to be told and the romance at least for now is secondary to that. Once you have told that story, the rewrite will be easier to get to the romance. Don't let your inner editor catch you in that trap. Just keep writing!
