If you're writing a multiple POV book, third person is the best to use because it's easiest to make clear whose POV you're in at the start of each chapter/section. And if using third person, I'd use past tense. Third person present is not often used and I personally find it awkward and distracting to read. Not sure why, because I love first person present....
