Barzini, Welcome! I would say that publishing house is a scam. Or I would have ten years ago before all these self publishing companies opened. But, even then I would steer clear of any that require money up front.

There are options however, Have you checked into Amazon.com's self publishing? Their company for that is {link: https://www.createspace.com/} You have to do all of those things you mentioned, but you don't pay anything up front If I remember from my own research. They print your book when some one orders it and you get a share of the profits. The only thing you have to put money out for is if you want a few copies of your own book. Barnes and Noble has a self publishing thing like that as well.

I would check out all of those before publishing with anyone that wants money up front. Be it modeling, acting, writing, or music, you always have to be careful about those people who want money, especially a lot of it up front. Create Space would be your best option . Not only does it get your book listed on Amazon's website, but the offer a free copy of your book to anyone who wins, Nanowrimo. We have people as far away as Africa who participate in Nano. So, there is a good chance that Create Space is already set up to publish books for people in other countries. :)
