I agree with you about the 3rd example. I couldn't see setting or detect any real voice, other than complaining. Without any real voice to go on it's not easy to put a setting to the short piece. In example 1 and 3 it was easy to put a setting to the characters voice.
Like you, I begin a story with an idea about plot, then inject the characters, then hopefully they change.
