I believe Thomas meant that- despite reading and rereading the poem, analyzing it, one does not know what makes the poem work for him (the reader) and he is mystified by the fact.
Also, he says that some things are better left unsaid, vague or ambiguous, in order for the reader to put him/her self in the poem, be able to feel and see through his/her own eyes, to connect with something that may not even be present in the poem but that one makes sense out of it due to some holes and gaps, as he refers to the vague parts of the poem.
I agree with Bronwyn about the fact that not everyone gets the same meaning out of a poem. We all come out with something different, something that speaks to us alone.
