Yes, "vic" is short for victim and is rather common cop-speak. I used to know an older cop, who is dead now, but much of Perelli comes from him. Although, he wasn't homophobic in the least (his gay stepson was a friend of mine that killed himself, but I digress). This cop used to share stories with me about the cops that were very homophobic and what they would do to guys they known to be (or suspected to be) queer. I draw a lot of what happens to Hopper from my work with homeless gay youth in Atlanta, as well as from his stories.
