I don't think the language here is any different than other site documents written by staff. I personally think the bolded statements are not totally correct. In fact, I'm willing to argue that for the most part, they're reversed. Some people who post drafts sometimes set items to unrateable yet are looking for detailed feedback. Meanwhile, people who want to showcase their items allow ratings because things that are showcased on other sites have the option of being rated by site users. Perhaps Writing.com is an anomaly to traditional ratings systems, or perhaps staff unwittingly assumed that most people would interpret the ratings system the same way they did.
