Actually, I think, from a reviewer's view-point, this appears to be a constructive review. He gave his thoughts and suggestions on how to fix it, in his opinion.
As for sending it anonymously, a lot of us consider the rate to be more important than the comments and he may have been 'testing the waters' to avoid conflict.
